Constitution Partners is thrilled to welcome two outstanding leaders, Captain Howard Crawford, USAF (Ret.), and Beth Cubriel, as our newest team members. Their expertise and vision will be invaluable as we advance our mission, and their exceptional track records of success mark a pivotal milestone in the growth and evolution of our firm.
Captain Crawford (Partner) brings a distinguished career of service and leadership to Constitution Partners, honed during his tenure in the United States Air Force and beyond. His commitment to precision, discipline, and strategic thinking aligns seamlessly with our mission to deliver outstanding results for our clients.
Beth Cubriel (Senior Advisor) brings decades of experience in legislative, political, and government relations work to Constitution Partners. She served as the Executive Director of the Republican Party of Texas (RPT) from June 2012- September 2015 where she spearheaded initiatives that set new benchmarks in political operations, fundraising, and outreach. She also previously managed the Texas offices for Senator John Cornyn. Her extensive expertise in government relations and organizational strategy will further enhance our ability to provide innovative solutions and exceptional client service.

Biographies
Howard Crawford is a retired United States Air Force Medical Service Corps Officer, bringing an impressive track record from his military and civilian careers. During his Air Force tenure, Howard served as a Medic and later as the Responsible Officer overseeing Medical Readiness related to Tricare, Medical Procurement, and CBRN (Chemical, Biological, Radiological, and Nuclear) Operations.
After his military service, Howard transitioned into the pharmaceutical industry, where he led Market Access and Government Affairs for various companies. He has extensive experience working with BARDA, USPHS, CMS, and other key government agencies. His broad knowledge and success in branded and generic drugs make him a valuable asset to the Constitution Partners team. Howard is also an AMSUS (Association of Military Surgeons of America) Sustaining Member, where he previously served as Chairman and legislative lead. He is actively involved with numerous National Veteran Service Organizations and is currently the President of Patriotic Solutions, a Service Disabled Veteran Owned Small Business.
Beth Cubriel brings decades of experience in legislative, political, and government relations work to Constitution Partners. She has served as the Executive Director of the Republican Party of Texas (RPT) since June 2012, where she has been responsible for driving the party’s political, legislative, and fundraising goals. During her tenure, she managed a $2 million annual operating budget, negotiated contracts with vendors and consultants, and ensured compliance with Federal Election Commission and Texas Ethics Commission regulations.
Under her leadership, the RPT saw record-breaking voter contact achievements, including 2.9 million calls, 500,000 door knocks, and 5 million mailers in 2014. Beth also expanded the organization’s staff, growing the field team from 9 to 24 full-time members, revitalizing the party’s year-round field staff program. Her work culminated in the successful coordination of the 2014 Republican State Convention, which hosted 8,500 attendees and set new fundraising records.
Prior to her role at the RPT, Beth managed the Texas offices of U.S. Senator John Cornyn, overseeing constituent outreach and public appearances. She later joined Plus Communications with a strong background in legislative and political affairs and spent the past nine years as a government relations consultant with a nationwide government affairs firm. Originally from Houston, Texas, Beth earned her degree from St. Edward’s University in Austin, where she has lived ever since.
